Genuine images are only prohibited where "the adult had a reasonable expectation of privacy". Does a paywall that anyone with money can access constitute a reasonable expectation of privacy?

The section on reporting and removal of content only applies to platforms "that primarily provide a forum for user-generated content." All content on Coomer is imported from 3rd party sites, not generated by users of Coomer. So would Coomer constitute a "covered platform"? Or maybe, since it's Coomer's algorithm that actually imports and publishes the content and not a user, could Coomer face prosecution under the first section?

I'm not a lawyer, but the answer is not immediately obvious to me one way or the other for any of these questions.

Interestingly, the bill requires covered platforms to remove reported content within 48 hours, but does not provide any penalty for failure to do so.
