Dumbass. Bunch of artists use discord as either a backup or a extra step to release content. Lots of patreon stuff is only accessible through discords and thanks to the discord importer you can still get patreon content form many artists. You can also get content from subscribestar or fanbox, which are an even more hopeless situation, thanks to the discords. It's just the matter that using it is more complicated than the others and many subscribers just aren't updating those servers anymore.

I think he's mixing up their upload policy with their hyperlink policy. You can upload images and they stick around, but (unless they changed it recently) the links themselves only last a couple weeks.

People were using Discord as a dedicated file host and they wanted to stop it. You can still find mods on Nexus with broken images for headers and shit, it was that bad.

That's intended for engagement. Discord was being abused as a file host, and they don't want to be abused as a file host, so they disabled hotlinking and made new links expire after 24 hours. That's the first step, and at some point they will almost certainly progress to expiring old files entirely because keeping files uploaded in 2016 around forever is going to be a dent in their business model.
