Usually HTTP when serving over HTTPS issue (can also be server misconfig), fixes itself if it's on your side and you don't have a weird TLS browser config (if you're using CLI, make sure you're using HTTPS)
Polite sage since OP apparently fixed their own issue

Been having this problem myself recently with Kemono, some vids on Coomer, and (for some reason) Revanced Manager. Goes away while I'm using mobile data, so I suspect it's my ISP having a giggle. I'll have to try what

Maybe consider try changing DNS to adguard (
https://adguard-dns.io/en/public-dns.html) or cloudflare (
https://developers.cloudflare.com/1.1.1.1/setup/) as for cloudflare you may need to dig a lil bit deeper to setup for your OS needs.

If by simply changing DNS won't work, only VPN would.
You've tried:
- Accessing by HTTP or HTTPS: Doesn't work
- Accessing by Cloudflare DNS or AdGuard DNS: Doesn't work
Your options either: use VPN or change to ISP that doesn't block what sites you visit (I'm not from the US so idk what ISP that's good from your state).
